Related programmes and other donor activities:

In the past years, the water, energy, and land transport sectors in Lebanon have been the recipients of significant assistance from several donors: EU, World Bank, USAid, German cooperation (GIZ), UNDP, Italian Cooperation, French cooperation etc.

The following main projects are on-going or in pipeline:

  • “Policy Planning and Governance Programme” with the Office of the Minister of State for Administrative Reform (OMSAR). The Financing Agreement between EU and the Government of Lebanon for the implementation of the programme, for an amount of € 9 Million, was signed in December 2011.
  • “Support to Education and Public Finance Management (PFM) Reforms” with the Ministry of Finance. The Financing Agreement between EU and the Government of Lebanon for the implementation of the programme, for an amount of € 9 Million, was signed in December 2010. The project has two objectives: (i) to strengthen the management of public finance; (b) to improve the planning, implementation and monitoring of the education sector reforms.

At regional level, the European Neighbourhood and Partnership Instrument (ENPI) finances the following programmes:

  • “EUROMED transport”. The project aims at assisting in the implementation of the Regional Transport Action Plan for the Mediterranean (2007-2013), for the establishment of an integrated, efficient, safe and secure transport system in the region.
  • “MED-EMIP, ENEC II and REGII-Energy”. The project aims at enhancing the integration of the energy markets in the Euro- Mediterranean region and promoting energy efficiency in construction and developing a modern regulatory framework.
  • “Sustainable Water Management and De-pollution of the Mediterranean”: The programme promotes the enforcement of sustainable water management policies and the dissemination of good practices in the region.

In the water sector, USAid, GIZ and the Italian cooperation have the following relevant on-going projects:

  • US Aid programme “Investing in people”. In order to reduce pollution of the Litani River, USAid has completed two community-based wastewater treatment plants on the Upper Litani river basin and is building a third one (wastewater systems for small villages).
  • GIZ’s project “Assistance to the Water Sector Reform in Lebanon”. The objective is to improve water supply and wastewater management services.
  • The Italian Cooperation has several on-going projects in the water sector including: Hydro geological map of Lebanon (together with UNDP); the wastewater treatment plant of Zahle, water supply and sanitation project in Jbeil; the development of the plain of Baalbek (irrigation) and others
