A three-day training on “Establishment of a Sector Budget and Medium Term Expenditure Framework (MTEF)” is organized by SISSAF December 1 - 3, 2015.

SISSAF will hold a three-day training on “Establishment of a Sector Budget and Medium term Expenditure Framework (MTEF)” from December 1st 2015 at the Radisson Blue Martinez Hotel.

The MTEF is an annual, rolling three-year management and expenditure planning mechanism. It sets out the medium-term expenditure priorities and hard budget constraints against which sector plans can be developed and refined. MTEF also contains outcome criteria for the purpose of performance monitoring. MTEF together with the annual Budget Framework Paper provides the basis for annual budget planning.

The aim of the three-day training is to help the participants understand the concepts of MTEF and to enhance their knowledge and skills with a view to contributing to the effective implementation of the mechanism in the water, energy and transport sectors.

The training is expected to attract participants and speakers from the Ministry of Energy and Water (MoEW), the Ministry of Finance (MoF), Ministry of Public Works and Transport (MPWT), four Water Establishments in Lebanon, Litani River Authority and the Council for Development and Reconstruction (CDR).
