The PBB seminar of SISSAF became a platform for exchange of ideas and practical solutions on MTEF planning

The EU funded project Support Programme for Infrastructure Sector Strategies “SISSAF” has organized a 3-day seminar titled the “Fundamentals of Performance Based Budgeting (PBB) in the framework of sector Middle Term Expenditure Framework (MTEF)”. The 3 days seminar took place at Radisson Blu Martinez Hotel – Hamra, Beirut, from July 19 to 21, 2016.

SISSAF Team Leader Dr. Juan Sanz opened the seminar by welcoming the participants and gave a short overall description about the project and its objectives. On his behalf,  SISSAF Senior Expert in Public Finance Management (PFM), Mr. Ioannis Filopoulos, who was the trainer of this PBB-MTEF three-day intensive seminar welcomed the participants and presented the training key topics with emphasis on:  presentation of the Performance Based Budget (PBB) concept as a tool of  funds use by public authorities, setting of sector objectives, managing budgeting by results, role of performance indicators, fundamentals of Program Budget in sector MTEF, sector budget ceilings, 3 years sector MTEF linked to PBB, as well as PBB and MTEF selected case studies.

The main objective of the training course was to enable the staff working within budget departments of the main stakeholders involved in sector MTEF, (i.e. Ministry of Finance, Ministry of Energy and Water, Ministry of Public Works and Transport, 4 Water Establishments and Litani River Authority) to understand the basic principles of Performance Based Budgeting (PBB) linked to sector MTEF.

The training was aiming at initiating the target audience to an interactive exchange of ideas and practical experiences as lived in their daily work environment.

We were proud to note that at the end of the training course, all participants became familiar with the importance of designing sector MTEF linked to Program Budgeting and Performance Based Budgeting within their respective institutions. Experiences were exchanged among the participants and SISSAF PFM team (Mr. Ioannis Filopoulos and Miss Lina Saleh), fruitful discussions took place allowing each training participant to share its experiences with the training audience.  

The seminar has provided the Lebanese PFM system participants with the opportunity to study the best international practices on adopting 3 years MTEF sector planning which includes: the setting and processing of comprehensive methodology of designing and implementing sector Program Budgets, linked to program objectives and their anticipated results at the level of the program itself on the one hand, and on the other at the level of its management by civil servants.
