What is SISSAF

The project “Support Programme for Infrastructure Sector Strategies and Alternative Financing (SISSAF)” represents an ambitious effort to tackle some critical aspects of the situation in Lebanon directly linked to the economic and social stability of this geographic area. A well-functioning infrastructure in critical sectors like Energy, Transport and Water is a basic pre-condition for sustainable growth.

Duration: 36 Months, starting September 2013

Budget: EUR 8,1 million

Beneficiaries: The SISSAF project provides technical assistance and training support to two line Ministries (Ministry of Energy and Water, and Ministry of Public Works and Transport) and other central and local institutions involved in the management of infrastructure projects of the Energy, Water and Land Transport Sectors. + picture (Lebanon map or other).

These sectors have reported a different progress in the process toward a Programme Based Approach. SISSAF's resources will be allocated in equal proportion among the three sectors, in order to foster a balanced development of the infrastructure sectors in the country.

Components: The SISSAF programme will be implemented through two components for an overall duration of 29 months:

Component I: Support to the development of sector programmes in the three infrastructure sectors (energy, water and land transport). As recommended unequivocally in the Guidelines of the European Commission (Europeaid, Support to Sector Programmes, 2007) the mentioned support will be focused on the improvement of the quality and detail of the following core elements:

  • the sector policy and strategy;
  • the sector budget and its medium term expenditure perspective;
  • the coordination framework through which the sector strategy, the implementation plan and the budget are monitored, reviewed and updated;
  • the performance monitoring system;

Component II: Support the implementation of the sector programmes through Technical Assistance to priority projects and by preparing contractual provisions for future projects to be financed and implemented.

  • For the sustainability of the project, relevant training programmes will be delivered in order to enhance the technical capacity of the management staff in each beneficiary institution;
